The context

TVA territory — Memphis, Nashville, Chattanooga, Knoxville

Tennessee sits entirely within TVA's service territory, which makes it structurally different from every other state we cover. TVA runs its own generation, its own transmission, its own queue process, and its own planning cycle — and it answers to its own board, not a state PSC. The state's tax incentives exist, but the interconnection relationship with TVA is what decides whether a data center happens at all.

Authority and limits

Where the authority lives — and where it doesn’t.

Tennessee's tax authority sits with the Department of Revenue, the state ECD, and local IDBs. TVA holds the generation, transmission, and large-load interconnection authority as a federal corporation. The two authorities operate in parallel; a successful project negotiates both simultaneously.

Two risks we surface at kickoff.

TVA is not a PUC

TVA's interconnection and rate decisions are not subject to state PUC oversight. The dispute resolution mechanisms are different, and the political economy runs through Congress and the TVA board, not the governor's office.

Water is a rising constraint

Memphis and Nashville metro water availability is becoming contested. Any project assuming significant consumptive water use should model scenarios where the city imposes limits.
