The context

Arizona has become a hyperscaler cluster — Microsoft, Meta, Google, Oracle, and others have announced multi-GW buildouts across the Phoenix metro. The Arizona Commerce Authority issued an RFP in October 2025 explicitly seeking a new CRM to process incentive applications, signaling that the current workflow is overwhelmed. At the same time, Governor Hobbs proposed a $0.10/gallon water fee on data center use that remains under negotiation in the legislature.
